I’ve been out in pursuit of elk the past couple weeks in the John Day Wilderness… Ended up taking this herd bull from his cows last Monday (see attached). Great year with lots of bulls!

FYI – I received my Merchant Mariners license while I was gone so all your assistance helped complete the process. Thank you for all your help!

On another note, I will have Jeremy our IT guy get in touch with you to discover more way we could help promote you as a “credible” resource while promoting your school and abilities.

FCC Marine Radio Operator Permit

I need help finding a FCC radio operator class somewhere in Oregon. 

There are no FCC Marine Operator Permit classes that I am aware of, but there are a couple of commercial examiners here in the Portland area that can administer the FCC exams. I provide some training material on my website.

Merchant Mariner Credential Processing Time

The August 2009 performance report from the National Maritime Center (NMC) contains some very good news for mariners apply for any Merchant Marine Application transaction. Beginning in July the backlog of applications has been eliminated and the NMC is now processing more far more applications than they are receiving. In addition the average processing time for a perfect application is 31 days. A perfect application is an application that contains all the required documentation, forms, and signatures and the NMC can process without the need to request additional information.

Does Columbia Pacific Maritime offer STCW BST?

I took 100 ton with you and I see now that you have an AB class, do you have the Basic safety training? If not what are some places that I could get the Basic safety training either in portland or seattle?

At this time I do not offer the BST class. I am in the process of writing the USCG course approvals and locating a place to teach the class. The earliest I could possibly offer the class is in December. Sorry.

There is no place in Portland that offers BST, however I can offer two places in Seattle that provide the training on a regular schedule.

Fall Employment Opportunities

A quick Internet survey of employment opportunities found the these employers have maritime positions to fill:

  • BouchardTransportation states that they are always seeking qualified employees.
  • Hornbeck Offshore is advertising for captains, mates, engineers, able seaman and ordinary seaman.
  • MSRC is looking for able seaman.
  • MSC I have it on good authority that MSC will begin hiring able seaman this fall.
  • Sause Bros is looking for ordinay seaman to fill cook positions.
  • Stabbert Maritime is seeking mariners for AB through Master.
  • Steven’s Towing has openings for Master and Mate of Towing Vessels and they are also looking for mariners who have three-years experience sailing on Master 200 ton or less licenses and are interested in entering their Mate of Towing training program.
  • Tidewater is seeking all levels of Masters, Mates, and able seaman.
  • Vane Brothers has openings for experience Masters and Mates of Towing Vessels.

How do I get an OS Rating?

I have no experience but want a career as a Merchant Seaman.  Will start as an OS, but would like to work towards an apprentice mate program.  I need direction and qualififications to sart this career.  Regards….Kelly

The first thing you need to do is to get qualified as an OS (Ordinary Seaman). To accomplish this you need to:

  1. Enroll for a TWIC (Transportation Workers Identification Credential); this must be done in person at a TWIC enrollment center and requires payment of $132.50 and one or more forms of identification depending on what you have. The best form of ID is a US passport. If you don’t already have one I would encourage you to get one. You will need it to sail out of US waters, even to Canada. Click here for more information and useful links. 
  2. Once you get your TWIC you can apply to the US Coast Guard for your OS. This is an entry level endorsement on a Merchant Mariner Credential (MMC) required to work on most US flagged commercial vessels over 100 gross tons. Once you get this endorsement you can apply for a maritime job. Click here for more information and to downlaod an OS application. 

You stated that you want to work towards the “apprentice mate program.” Apprentice Mate (steersman) is a license rating for towing vessels that requires a total of 18 months of sea service experience including 12 months on towing vessels. The other 6 months can be on any type of vessel, even a recreational boat. Click here for information on towing vessels.

Since you are interested in towing vessel I would suggest contact Sause Bros once you get your MMC with the OS rating. They are currently advertising for the entry level “cook/deckhand” position. Click here for the Sause Employment page.

First Aid & CPR Schedule

Columbia Pacific Maritime now offers USCG approved ARC First Aid & CPR courses as evening classes during the regular lecture course schedule. The cost of this course is $150. Class size is limited. Call (503) 841-6066 to schedule.

USCG Application Form 719B Still Good

The following information was issued in a press release from the National Maritime Center dated August 5, 2009:

719B Rev (3/04) REMAINS VALID

Mariners should continue to use the Credential Application Form 719B Rev (3/04) with an OMB expiration date of 7/31/2009 as the currently approved and valid application. This form requires, and is undergoing, revisions in order to assist mariners in providing complete applications, simplify the application process and to align the form with the new Merchant Mariner Credential Regulations. When approved, the new revision will be phased in over a period of time which will be publicized in advance.

The following information was provided in a USCG National Maritime Center press release dated July 31, 2009.

While the data shared with the Coast Guard by TSA indicates that nearly 1 in 5 Merchant Mariner Credential Applicants do not currently hold a TWIC, the National Maritime Center (NMC) has uncovered several reasons why this data might or might not be true. If you want to find out how you can minimize the risk of delays in receiving your Merchant Mariner Credential (MMC) related to your TWIC, read on:

Obtain a TWIC The first and most obvious issue is that some applicants whose applications were on file with the NMC prior to April 15, 2009, waiting to test or in an awaiting information status, still have not applied for a TWIC. If this is you, please understand that the NMC will not issue your MMC until we have confirmation from TSA that you hold a TWIC. Information on applying for a TWIC can be found at: WWW.TSA.GOV or by calling 866-347-8942.

Identify yourself as a Merchant Mariner To avoid delays in processing your MMC Application (whether originals, upgrades, renewals or endorsements) it is critical that you identify yourself as a merchant mariner by selecting ‘Merchant Mariner’ as your occupation when you apply for your TWIC. Even if you have yet to apply for your MMC you must identify yourself as a Merchant Mariner. This identification is what triggers TSA to send your data to the Coast Guard. Applications for Documents of Continuity DO NOT require a TWIC.

TSA Help Desk For applicants that have already received their TWIC and did not or can’t remember if you chose Merchant Mariner as your occupation, you can call the TSA help desk to have your occupation switched to Merchant Mariner or just to check.

  • Call 866-347-8942
  • Select 1 for English or 2 for Spanish
  • Select 4 to get a representative that can help you change or confirm your selected occupation. The operator will ask you several questions to verify your identity and make the change. The operator will also give you a Help Desk Ticket Number.
  • Write down and save this Help Desk Ticket Number. Having this number available will enable the NMC to quickly correct any further data problems associated with the occupation selection.

Accurate Data on the TWIC and Merchant Mariner Credential Applications Mariners will need to ensure that the biographical information that you supply to TSA is the same as that used to apply for your MMC. The NMC has spent many hours researching and correcting data errors which prevented the Coast Guard and TSA from matching data (name spelling, SSN, birth date, etc).
