Apprentice Mate (steersman) course

Could you give me some information on the apprentice mate license and course?

The Apprentice Mate (steersman) license is one of three routes to a Mate of Towing license. This license does not issue any authority to take responsibility for a navigational watch. It is intended to be a training position whereby the apprentice mate can gain experience under the guidance of an experience master or mate of towing vessels. To qualify for this license you need to document 18 months of sea service experience, including 12 months on towing vessels. I have a three course sequence that will satisfy the USCG exam requirements for this license:

  1. 80-hour Master 100 ton course for $1,100
  2. 32-hour upgrade Master 100 ton to Master 200 ton course for $600
  3. 16-hour Apprentice Master (steersman upgrade course for $300

Avoid MMC Application Delays

The following information was released from the National Maritime Center on July 31, 2009:

While the data shared with the Coast Guard by TSA indicates that nearly 1 in 5 Merchant Mariner Credential Applicants do not currently hold a TWIC, the National Maritime Center (NMC) has uncovered several reasons why this data might or might not be true. If you want to find out how you can minimize the risk of delays in receiving your Merchant Mariner Credential (MMC) related to your TWIC, read on:

  • Obtain a TWIC: The first and most obvious issue is that some applicants whose applications were on file with the NMC prior to April 15, 2009, waiting to test or in an awaiting information status, still have not applied for a TWIC. If this is you, please understand that the NMC will not issue your MMC until we have confirmation from TSA that you hold a TWIC. Information on applying for a TWIC can be found at: WWW.TSA.GOV or by calling 866-347-8942.
  • Identify yourself as a Merchant Mariner: To avoid delays in processing your MMC Application (whether originals, upgrades, renewals or endorsements) it is critical that you identify yourself as a merchant mariner by selecting Merchant Mariner as your occupation when you apply for your TWIC. Even if you have yet to apply for your MMC you must identify yourself as a Merchant Mariner. This identification is what triggers TSA to send your data to the Coast Guard. Applications for Documents of Continuity DO NOT require a TWIC.
  • Accurate Data on the TWIC and Merchant Mariner Credential Applications: Mariners will need to ensure that the biographical information that you supply to TSA is the same as that used to apply for your MMC. The NMC has spent many hours researching and correcting data errors which prevented the Coast Guard and TSA from matching data (name spelling, SSN, birth date, etc).

Tonnage Limitations for FV

Morning Dennis,

I have always got bogged down trying to do the tonnage calcuations for the larger F/V lic NOW that I am there I need to figger out what tonnage to ask for (I always just asumed I could get up to 1600) I don’t have the exact days (these old seatime letters are @ the REC) but the tonnage & days + – are as follows.

OLD TIME: 1983  About 180 12hr days as Mate NC  on a 145 ton vessel; 1985 About 180 12hr days as master NC on a 183 ton vessel; 1987 to 1991 about 1000 12 hr days @ master NC 163 tons

NEW TIME: 1000 +- 12hr days NC over 150 tons

I think I might get over 1600 tons?? what are your thoughts?

CFR 10.462 describes the sea service experience requirements for Master or Mate of uninspected fishing industry vessels. To qualify for a 500 ton limitation you need experience on vessels over 50 tons; to qualify for a 1600 ton limitation you need experience on vessels over 100 tons. License limitations over 1600 tons and less than 5000 tons are issued in 1000 ton increments, rounded up, using the following formula: Either the maximum tonnage that 25% of your sea service experience was on OR 150% of the maximum tonnage that 50% of your sea service experience was on.

From the sea service experience you indicate you should have plenty of experience for the 1600 ton limitation.

Celestial Navigation Course

Can you please provide me with information on your celestial navigation course re: 500/1600 ton open ocean?

I offer a Celestial Navigation course that will satisfy the USCG requirements for the 15 question Celestial Navigation exam for an inspected vessel license of either 500 or 1600 tons. The course is approved as an 80-hour course, but very few people can successfully complete the course in that time unless they have previous knowledge of the subject material. Expect to take about 3 weeks to complete the material. Subjects include the sailings, ocean route planning, zone time, the Nautical Almanac, star identification, sight reduction, running fixes and position fixing using a universal plot sheet. I conduct the course as a self-study course where the student works through a detailed workbook at their own pace under the guidance of the instructor. The class can be scheduled at most anytime. I charge $2,400 for the course.

I also offer a Celestial Navigation course for the 5 question Celestial Navigation exam for un-inspected vessels and inspected vessels of less than 200 tons.

New Lecture Course Schedule

I have posted my lecture course schedule through the end of June 2010. Lecture courses include the following:

  • Master 100 ton ($1,100)
  • OUPV ($900)
  • Limited Scope Waters Portland MSO ($300)
  • Rules of the Road ($400)
  • Upgrade OUPV to Master 100 tons ($400)
  • Upgrade Master 100 tons to Master 200 tons ($600)
  • Able Seaman ($700)

I offer these courses on a regular schedule twice a month. Lecture classes are limited to a maximum of six students and have a successful completion rate of over 99%. I cannot guarantee that any student will successfully complete a course; but I can guarantee that if the student does not pass the course I will provide them the second course for free!

As an additional note:

  • I will be scheduling evening lecture classes in the Portland area begining late November or early December. These class will run from 6 to 10 PM Monday through Saturday on a regular schedule. This schedule will be published as soon as I have the classroom location confirmed.
  • Sometime in the near future I will be added a lecture course schedule for the Oakland, California area. Lecture courses in this area will be offered once a month on a regular schedule.
  • Two instructors located in the Coos Bay area will be providing instruction for the Master 100 ton and OUPV lecture courses on an as needed schedule. Call for availability.

Yes, I am planning on growing considerably in the next year. The National Maritime Center has already approved several new instructors for my existing courses and I plan on doubling my classroom space here in Portland and adding remote schools in both Coos Bay, Oregon and Oakland, California. In addition to more locations I am currently seeking course approvals for STCW 95 Basic Safety Training and Proficiency in Survival Craft Lifeboatman Limited. I also hope to add Bridge Resource Management and Medical Care Provider in the coming new year. Watch my website and newsletters for updates.

Holiday Schedule

With the exception of a few vacation days around Thanksgiving and Christmas I will be conducting class seven days a week as normal through the holiday season. Columbia Pacific Maritime will be closed for the following holiday breaks:

  • Thanksgiving break November 26 – 29
  • Christmas break December 24 – 27

Except for these two holiday breaks self-paced classes will be available seven days a weeks. This includes:
