Upgrade an OUPV to Master License

If you have an existing OUPV (Operator of Uninspected Passenger Vessel) license you can upgrade it to a Master’s License by completing a three day course and one seventy question exam. The USCG course approval for this course reads:

“Any applicant who has successfully completed your 24-hour Upgrade OUPV to Master 100 Tons course and presents your Certificate of Training WITHIN ONE YEAR of the completion of training, will satisfy the examination requirements of 46 CFR 10.207 for upgrade of a license from OUPV to Master 100 Tons Near Coastal.”

In addition to completing this three day course you must also meet the sea service requirements for the Master near coastal license of two years (720 days). At least one year (360 days) of the required experience must have been on ocean or near coastal ocean waters, meaning over the bar. Since the OUPV requires 360 days of sea service experience you only need to document an additional 360 days of experience for the Master’s License. To upgrade an OUPV license to a Master inland license requires no additional sea service experience.

The tonnage limitation on the Master’s License will be either 25, 50 or 100 tons depending on the qualifying sea service experience. If all the qualifying experience was on vessels of less than 5 tons the license will be limited to vessels of less than 25 tons; if any of the qualifying experience was on a vessel over 5 tons the license will be limited to vessels of less than 50 tons. To qualify for a license with a 100 ton limitation you need to have either 360 days on a vessel over 37 tons or 180 days on a vessel over 50 tons.

Charter Boat Captain Needed

I have been teaching USCG approved courses since 1992 and have provided training to thousands of mariners. In1992 and1993 I taught part time at both Southwestern Oregon Community College in Coos Bay, Oregon and Clatsop Community College (CCC) in Astoria, Oregon. From 1994  through 2006 I worked as a full time instructor at CCC. I retired from Clatsop in the spring of 2006 and moved to Portland, Oregon where I founded Columbia Pacific Maritime LLC. Since the fall of 2006 I have issued well over 700 course completion certificates through my private maritime school.

At the Pacific NW Sportsman’s Show several former community college students of mine stopped by to say hi and tell me what they were doing. Columbia Pacific Maritime is a small private school that focuses on short duration, intense training courses that satisfy the Coast Guard examination requirements for the professional mariner credentials required to operate commercial vessels. Fifteen different US Coast Guard approved courses are maintained and offered on a regular schedule to satisfy the examination requirements for the following professional credentials.

OUPV: Operator of Uninspected Passenger Vessel is the most popular license held by fishing guides operating on inland and near coastal ocean waters. This license allows the operator to carry six or fewer passengers, not counting the captain and crew.

Master: The next higher level of commercial license is called a Master. A license as Master will be issued with size limitations expressed in tons. Common limitations for original licenses include 25, 50 or 100 tons depending on the qualifications of the applicant. A Master’s license is required to operate small passenger vessels carrying more than six passengers and is required for charter boat operators, supply boat captains or the captain of any inspected vessel operated on inland or ocean waters.

Able Seaman: Able Seaman and ordinary seaman are ratings for deckhands on commercial vessels. The ordinary seaman rating is an entry level rating that does not required any experience or training.

In addition to providing USCG approved training courses for the original issue of a license, Columbia Pacific Maritime also has many courses designed to upgrade or add endorsements to an existing license.

The Master’s License

A license as Master issues the authority to be the captain on any uninspected passenger vessel of less than 100 gross tons and any inspected vessel within the tonnage limitations of the license. Another important point for many mariners is that an Auxiliary Sail endorsement cannot be placed on an OUPV license, it can only be placed on a license as Master or Mate.

A license as Master will be endorsed for one of the following routes:

  • Inland, meaning all inland waters of the United States.
  • Near coastal, meaning all inland waters of the United States and all near coastal ocean waters within 200 miles of shore.
  • Oceans, meaning all inland waters of the United States and all oceans waters worldwide.
  • A license as Master may also be endorsed for very restricted routes known as a ”limited scope route”, which is restricted to a very specific area as described on the license. The USCG has become resident to issuing new limited scope licenses in the past year.
  • A license Master may also be issued as Limited Master, meaning that the license is limited to a very specific route for a single company or employer on one sepcific vessel.

The sea service requirements for a license as Master of vessels not more than 100 gross tons depends on the route endorsement.

  • An inland route requires 360 days of sea service experience on any waters, including lakes, bays, rivers, sounds, oceans, or the Great Lakes.
  • A near coastal route requires 720 days of sea service experience on ocean waters, sea service on inland waters or the Great Lakes may be substituted for up to 360 days of the required service.
  • An ocean route requires 1080 days of sea service experience on ocean waters, sea service on inland waters or the Great Lakes may be substituted for up to 540 days of the required service. At least 720 days of the required service must have been as Master or Mate while holding a USCG license as Master, Mate or OUPV.

Licenses as Master of vessels of less than 200 tons are issued in 50 ton increments, rounding up, using the following formula:

  • If all your qualifying experience was on vessels of less than 5 tons your license will be limited to vessels of not more than 25 tons.
  • If any of your qualifying experience was on vessels of more than 5 tons you license will be limited to vessels of not more than 50 tons.
  • The maximum tonnage that 25% of the qualifying experience was on.
  • 150% of the maximum tonnage that 50% of the qualifying experience was on.

OUPV License

OUPV stands for “Operator of Uninspected Passenger Vessel”. For the purpose of this license an uninspected passenger vessel is a vessel of less than 100 gross registered tons that carries six or fewer passengers for hire, not counting the crew and operator. This vessel is subject to the uninspected vessel regulations of 46 CFR Subchapter C.

An operator who holds an OUPV license can operate an uninspected passenger vessel on any waters specificied on the license. Generally these licenses are issued as either inland or near coastal, but they may also be issued for a more restrictive “limited scope waters” route. An inland route means all inland waters of the United States; a near coastal route means all inland waters of the United States and all ocean waters within 100 miles from the shoreline; limited scope waters routes are not commonly issued anymore and are limited to the specific waters stated on the license.

The Oregon State Marine Board (OSMB) considers a guide boat as a boat operated strictly on the inland waters of Oregon and a charter boat as a boat operated on ocean waters. An OUPV license endorsed for a near coastal route will satisfy the licensing requirements for an OSMB Charter Boat registration.

Increase in Scope

I hold a 200 ton license and have a master of towing vessel on great lakes, inland and western rivers. I have been approved by the coast guard to increase the scope to include master of towing near coastal. They said i need to take modules 341 and 054. Your help would be appreciated. I just dont want over study or study things that pertain to say a unlimited license. Thank you for your time

Module 054 is a 50 question Rules of the Road exam that requires 90% correct for a passing score. This is a standard exam covering both the inland and international Rules of the Road.

Module 341 is a 60 question exam covering Deck General, Safety, Environmental Protection and Navigation General subjects that requires 70% correct for a passing score. This is a basic exam used for all towing vessel licenses from apprentice mate through master of towing. It is a wild card exam that can cover just about anything, even material not directly associated with towing vessels.

I can provide a USCG approved course that will satisfy the exam requirements for module 341 and I also have an approved Rules of the Road course that will prepare you for module 054. Click here for more information.

If you plan to self study for these exam my recommendation is to purchase the Apprentice Mate (Steersman) of Towing Vessels CD from Freelance Software. This CD contains prep material for both exams, just ignore the Navigation Problems section since you are not required to complete a chart navigation exam.
