Commercial fishing industry vessels (FV) greater than 200 gross tons (GRT)
are required to be manned by licensed mariners. Licenses as Master or Mate of
Fishing Vessels are issued with tonnage limitations of from 500 to 5,000 GRT
depending on the qualifying experience of the applicant. Fishing industry
vessels include catcher boats, fish processing vessels, tenders and fish packers
using in the harvesting or transportation of fish or fish products.

Routes for fishing industry vessels are issued as near coastal or all oceans
depending on the training and exams completed by the applicant. To qualify for
an all oceans route the applicant must complete training and exams in celestial
navigation in addition to the requirements for the license.

A Mate of Industry Fishing Vessel license authorizes the authority to be the
Officer in Charge of a Navigational Watch (OICNW) on any fishing industry
vessel, including catcher boats, fish packers, tenders, and processors, within
the limitations of the license. A license as Mate does not issue any authority to
be the master of any vessel, only to be in charge of the watch under the
authority of a licensed master.

A Master of Industry Fishing Vessel license authorizes the authority to be
the master on any fishing industry vessel, including catcher boats, fish packers,
tenders, and processors, within the limitations of the license.

    Qualifying Sea Service Experience for Mate of Fishing is a minimum of
    three years; at least 18 months of the qualifying experience must have
    been on near coastal or ocean waters and 90 days of the qualifying
    experience must have been within the past three years.

    To qualify for a 500 ton limitation at least one year of the qualifying
    experience must have been on vessels greater than 50 tons; to qualify
    for a 1600 ton limitation at least one year of the qualifying experience
    must have been on vessels greater than 100 tons.

    Qualifying Sea Service Experience for Master of Fishing is a minimum
    of four years; at least two years of the qualifying experience must have
    been on near coastal or ocean waters; at least one year of the qualifying
    experience must have been as master or mate while holding a license as
    master, mate, or OUPV; and 90 days of the qualifying experience must
    have been within the past three years.

    To qualify for a 500 ton limitation at least one year of the qualifying
    experience must have been on vessels greater than 50 tons; to qualify
    for a 1600 ton limitation at least one year of the qualifying experience
    must have been on vessels greater than 100 tons.

    Tonnage limitations on Master or Mate of Fishing between 2,000 and
    5,000 tons are issued in 1,000 ton increments, rounding up, using this
    formula: either maximum tonnage that 25% of the qualifying experience
    was on; or 150% of the maximum tonnage that 50% of the qualifying
    experience was on.

Approved Courses

Applicants holding a valid Master or Mate license 150 tons or greater or course
completion certificate can satisfy the training and exam requirements for
upgrading their license to Master or Mate of Fishing by completing the following
four day upgrade course. Applicants applying for an all oceans route are
required to complete training and exams in celestial navigation in addition to the
following.

    8-hour Master / Mate of Fishing Industry Vessel Upgrade course
    Any applicant who has successfully completed
    your 8-hour Master/Mate Fishing Vessel (Near
    Coastal) course and who presents your Certificate
    of Training WITHIN ONE YEAR of the completion
    of training, will satisfy the examination
    requirements of 46 CFR 11.205(f) for original
    issuance, 46 CFR 10. 227(d)(8)(C) for renewal, and
    46 CFR 10.209(f) for re-issuance of a license as
    Master or Mate of Uninspected Fishing Industry
    Vessels (Near Coastal), -- PROVIDED-- that they
    either hold a current license valid for service on
    near coastal vessels of at least 150 gross
    registered tons, OR have satisfied the examination
    requirements for a license as Master Not More
    Than 200 Gross Tons (Near Coastal) WITHIN ONE
    YEAR prior to license application.

Applicants holding a valid license as Master 100 ton or less or course
completion certificate will need to complete the following prerequisite course.

    32-hour Upgrade Master 100 ton to Master 200 ton
    Any applicant who has successfully completed
    your 32-hour Upgrade Master 100 Tons to Master
    200 Tons course and presents your Certificate of
    Training WITHIN ONE YEAR of the completion of
    training, will satisfy the examination requirements
    of 46 CFR 10.207 for upgrade of a license from
    Master 100 Tons Near Coastal to Master 200 Tons
    Near Coastal.
