A USCG license issued as Master 100 tons has the full authority of the OUPV license plus the additional authority to operate any inspected vessel within the tonnage limitations and route description of the license. This license is required for the operator of small inspected passenger vessels (commonly referred to as "T-Boats") carrying less than 150 passengers for hire that fall under the federal regulations contained in 46 CFR Subchapter T.
In addition to operating small inspected passenger vessels mariners holding a license as Master may operate small cargo vessels, supply boats, crew boats and oil spill recovery vessels.
Entry level licenses as Master are issued with tonnage limitations of 25 tons, 50 tons, or 100 tons and inland or near coastal routes depending on the qualifying sea service experience of the applicant.
Sea service experience gained under the authority of a Master 100 tons or less license can be used to upgrade the license to Master 200 tons, Master of Fishing Industry Vessels, or to Mate of Towing Vessels.
A license as Master will be issued with either an inland or near coastal route depending on the qualifying sea service experience of the applicant.
An Inland Route includes all inland waters of the US. A Master 100 ton or less license with an inland route requires 360 days of qualifying sea service experience on the deck of power-driven vessels; 90 days of this qualifying experience must have been within the past three years.
A Near Coastal Route includes all inland waters of the US and all near coastal ocean waters within 200 miles of the coast.
A Master 100 ton or less license with a near coastal route requires 720 days of qualifying sea service experience on the deck of power-driven vessels; at least 360 days of the qualifying experience must have been on ocean or near coastal ocean waters and 90 days of the qualifying experience must have been within the past three years.
Tonnage Limitations
Entry level licenses as Master will be issued as Master 25, 50 or 100 tons depending on the size of vessels the qualifying experience of the applicant was on.
A Master 25 ton license will be issued if all the qualifying experience was on state registered vessels of less than 5 gross tons (GRT).
A Master 50 ton license will be issued if any of the qualifying experience was on documented vessels of greater than 5 gross tons.
A Master 100 ton license will be issued if either: 50% or more of the qualifying experience was on documented vessels of greater than 34 gross tons or; 25% or more of the qualifying experience was on documented vessels of greater than 50 gross tons.
Upgrading a Master 25 ton to 50 tons or Master 50 tons to 100 tons can be accomplished by sea service experience alone, no exams or additional training is required.
